allow the addition of cabled hard drives and optical drives to our little Efikas?

It's intended (I think...) for the single 44 pin IDE interfaces of Amiga 1200 & 600s.

No. Just give up on trying to add other kinds of drives to that interface.

The only reasonable solution would be to design and build a SATA adapter for it. Marvell make a reasonable bridge chip for it (88i8030). You could use two chips and get master and slave to SATA connectors right on a little screwed-down PCB.

Some enterprising developer could, should be able to engineer something like this in no time at all.
