What we've seen happen a number of times on the gentoo forums is that a spammer (or worse a bunch of them simultaneously) signs up, activates the account and uses a script to mass post spam all over the forums. The time limit is very useful in mitigating such attacks. And the "mass delete posts from user" feature is very helpful in cleaning up anything that does get posted before the spammer is banned.
I suppose the post time limit feature could be modified to take into account the period the user has been active and/or the number of posts he has contributed already. The search flood limit feature was modified in such a way on the gentoo forums.
