The default is actually an "undefined on" even though it's blank so any power loss will basically just glitch the system out and power it back on. It's not actually a very safe thing to do if you're using something other than an ATX power supply (PicoPSU etc.) because connecting and disconnecting the DC power plug can spark. Some systems did this, some not..
If you set it to "off", any application of power will be ignored until you hit the power button, which is better. But usually, you want to have it "off" by default and then when you want to do something with the feature, turn it "on".
